Changes to TL 9000 Handbooks
This page details the changes to the TL 9000 Requirements and Measurements Handbooks Release 4.0 and older releases.
TL 9000 Requirements Handbook Changes
QuEST Forum adopted Release 4.0 of the Requirements Handbook on June 30, 2006. All TL 9000 audits after July 1, 2007 must be conducted under Requirements Release 4.0.
For currently certified TL 9000 registrations, changes from Release 3.0 to 4.0 can be reviewed in English, Spanish and Portuguese.
TL 9000 Measurements Handbook Changes
TL 9000 Measurements Handbook Release 4.0 made several changes to the product categories in Appendix A. These changes are classified as follows:
- Product Category Changes that require action by the TL 9000 registrant
- Product Category Changes that require a change in the TL 9000 Registration Profile, to be made by the TL 9000 Administrator
- New Product Categories
- Consolidated Product Categories
- Renamed Product Categories
- Changed Measurement Names
Product Category Changes that require action/decision by the TL 9000 registrant
These product category changes will require some registrations to make a decision on which of the new product categories will best apply to them under Release 4.0. Once the decision about the new product category is made, the TL 9000 registrant should inform the TL 9000 Administrator of the desired change. The TL 9000 Administrator will then change the existing product category to the new category at no cost to the registrant. If the registrant makes the change themselves, they will incur an invoice which must be paid unless the registration is with a QuEST Forum member company.
- Product Category 8.1, Components, is replaced by four new product categories. A TL 9000 registration in 8.1 should select the new product category that best applies to them. If more than one applies, the registrant can add the product categories to their profile. The new product categories are:
- Product Category 8.1.1 - Discrete Semiconductors
- Product Category 8.1.2 - Integrated Circuits
- Product Category 8.1.3 - Passive Components
- Product Category 8.1.4 - Electromechanical Components
- Product Category 1.2.5, Packet Network Element, moves to one of three new product categories. A TL 9000 registration in 1.2.5 should select the product category that best applies to them. If more than one applies, the registrant can add the product categories to their profile. The new product categories are:
- Product Category 1.2.9.1 - Core Routers
- Product Category 1.2.9.2 - Edge Routers
- Product Category 6.2.7 - CPE Routers
- Product Category 1.2.9, Routers, is replaced by three new product categories. A TL 9000 registration in 1.2.9 should select the product category that best applies to them. If more than one applies, the registrant can add the product categories to their profile. The new product categories are:
- Product Category 1.2.9.1 - Core Routers
- Product Category 1.2.9.2 - Edge Routers
- Product Category 6.2.7 - CPE Routers
Product Category Changes that require a change in the TL 9000 Registration Profile, to be made by the TL 9000 Administrator
Several product category names and codes were changed in Release 4.0. Since these changes are one-for-one, the TL 9000 Administration Team has modified your registration profile to include these new names. If your registration profile isn't correctly updated, use the Contact Us button at the top of this web page to contact the TL 9000 Administrative Team. Changes to your registration profile needed as a result of these changes in names and code were made by the TL 9000 Administrative Team without charge. No immediate action is required from the TL 9000 registrant.
For the months of January through June 2007, both the old product category under table 3.8 and the new product category under table 4.0 will appear in the list of available product categories during a data submission. You should choose only one of these product categories. Do NOT make a data submission under both product categories.
- Product Category 1.2.4 moves to 1.2.1
- Product Category 1.2.6 moves to 1.2.2
- Product Category 7.7 moves to 7.7.5.1
- Product Category 8.2.1b moves to 7.7.1
- Product Categories 8.2.2b, 8.2.3b, and 8.2.4b move to 7.7.2
- Product Category 8.3b moves to 7.7.3
- Product Category 8.4b moves to 7.7.4
- Product Category 8.2.1a moves to 8.2.1
- Product Category 8.2.2a moves to 8.2.2
- Product Category 8.2.3a moves to 8.2.3
- Product Category 8.2.4a moves to 8.2.4
- Product Category 8.3a moves to 8.3
- Product Category 8.4a moves to 8.4
Note that contract manufacturers who were registered in 8.2.2b, 8.2.3b, and/or 8.2.4b will now be in a single product category, 7.7.2. This will result in lower charges for use of the TL 9000 Registration Management System at the next annual payment. There are no refunds for payments made or due before switching to Release 4.0.
Contract manufacturers in 8.2.2b, 8.2.3b, 8.2.4b can make one submission in 7.2.2 if they choose by combining the data for the three old categories.
Several new product categories were added to expand the reach of TL 9000. These are:
- Product Category 3.2.6.3 - Digital Cable Transmission Equipment
- Product Category 6.2.7 - CPE Routers
- Product Category 6.6 - Network Security Devices
- Product Category 7.2.6 - Telecom Test Laboratory
- Product Category 7.7.5.2 - Logistical Services, Internal
Several product categories were combined with others. These are:
- Product Category 1.2.1 and 1.2.4 - Consolidated category renamed from Public Packet Switched Network to Legacy Packet Networks.
- Product Category 1.2.2 and 1.2.6 - Consolidated category renamed from Access Switch to Access Multi-Service
Several product categories were renamed including:
- Product Category 3.3.6.2 - from Cable Transmission Equipment to Analog Cable Transmission Equipment
- Product Category 6.2.6 - from Video Interface to Multi-play Equipment
There were changes in measurements names as a result of several deletions. Note that these are changes in names only. Please consult the TL 9000 Measurements Handbook for any changes in the counting rules. The name changes are:
- NPR - Number of Problem Reports
No changes in names - FRT - Fix Response Time
No changes in names - OFR - Overdue Fix Response Time
Of2p and Of3p deleted. Other OFR measurement names unchanged - OTD - On Time Delivery
DSa and DSd deleted. Other OTD measurement names unchanged - SO - System Outage
SOes changed to SOep. SOds changed to SOdp. Other SO measurement names unchanged - SONE - System Outage Network Element
NEOetp and NEOepp are combined and reported as NEOec. NEOets and NEOeps are combined and reported as NEOep. Other SONE measurement names unchanged - SOCCS - System Outage Common Channel Signaling
Measurement and all sub-measurements deleted - SONA - System Outage Network Administration
Measurement and all sub-measurements deleted - IOF - Installation Caused Outages
No changes in names - EOF - Engineering Caused Outages
No changes in names - FR - Field Returns
No changes in names - RAA, RAP, CPQ, FPQ, MIP, PPD, and SWU - Software Measurements
Measurements and all sub-measurements deleted - SFQ and SPR - Software Measurements
These are new measurements. - SQ1, SQ2, SQ3, SQ4, SQ5 - Service Quality Measurements
These measurements and all sub-measurements were replaced by a single service quality measurement, SQ.
